Yes, if you don't have the good heavy duty, wrap it a couple times if it's the thin kind. Wrap it just like you'd wrap a hamburger (layered w/onion carrots) oven/pack or fish, basically it will do about anything a pan will do, you can do many things like this just make sure to seal it good. If you want put a piece under it in case of leakage. I guess you could open it up on the top if you wanted to brown your meat a little at the end.
You know if that's all you had you probably could bake a cake, stew or casserole. You could even broil stuff, just leave the top open! You'd use a whole bunch but you could do it if you had to!
The possibilities are endless!!!!!!!

If you need to boil this food, you definitely need a pot of water. Otherwise, if this pirogi-like can be baked so that is cooked through, double the foil and tent it, put in on the top rack and decrease the suggested temperature by 25 degrees. You may want to put a layer of foil across the oven rack to catch any spills.

I don't know what perogies are but I wouldn't suggest not using a pan. The drippings will make a mess and could catch fire. If nothing else either borrow a pan, use a cake or pie pan or go to the store and get a disposable one.

It is perfectly safe to cook with foil. I do it all the time when I have a small amount of food and don't want to wash a pan.

take a sheet of foil large enough to fold over three times, then fold up the edges ,crimping the corners to "Make a pan" this will also protect the bottoms of you perogies(I like em to) let`s the top get crispy.

You can, just watch for juices. They can spill out if there is too much and it can cause a fire. There is even special tin foil for that sort of thing.
