Yes it is. Here's what I can tell you.Whenever you see a girl in a skirt or a plunging-neckline t-shirt,it is normal to get a bit excited.Unfortunatly,our body shows our excitement by the penis hardning up.Believe me,I got caught being excited like that in public once.It was quite embarassing.So,talk to an older male in your life,like your dad,an uncle,older brother,or you could talk to your doctor about it.Believe me it is quite normal,Don't worry.
