Salt is a mineral, chemically its NaCl, and it is a crystal, meaning the molecules are bound together. Its a rock.

Pepper however is an organic material, it is the dried fruit of the Piper nigrum, so essentially, there is alot of cellular structure that once dried out is essentially empty. It is filled with water while the plant is growing, which is why peppercorns are all wrinkly if you at them really close.

I would guess that is because the salt is much finer granules and will pack together better than the pepper.
