Websters dictionary defines as someone who is dull and ignorant, a dolt.
Hoosier was a preacher from Tenn. who went to southern Indiana in the 1840's, gave a revival, and bilked all the people out of their money/land/valuables. The story would end here, BUT,
Hoosier returned the following year and did it again, and the same people gave him all they had!
The story would end here, but,
in 1856 the renamed federalist party came on the scene as the Republican Nationals (GOP) to compete for votes against the older Republican Democrats (Democrats) using the moniker of republican to sway voters that were not to sharp into voting for a different party! Only in one state did this make a difference,( ie: always voted republican) That was in Indiana. People across the nation realized what had happened and came to the conclusion of "What do you expect of a bunch of Hoosier's people?", referring to people who could be easily deceived

The Indiana state governor's office suggests these possibilities:
Indiana Governor Joseph Wright believed the word came from an Indian word for corn, “hoosa.” Indiana flat boatmen taking corn to New Orleans came to be known as “hoosa men” or Hoosiers.
Historian Jacob Piatt Dunn, Jr., theorized that the word “Hoosier” was frequently used in many parts of the South in the 19thcentury for woodsmen or rough hill people. He traced the word back to “hoozer” in the Cumberland dialect of England. “Hoo” meaning high or hill, and “hoozer” meant a hill dweller or highlander. Immigrants from Cumberland, England, settled in the south in what would be called the “Cumberland Mountains” and their descendants brought the name with them when they settled in the hills of southern Indiana.

No one really knows what a Hoosiers is..sure there are some "legends" as to why we're called this, but who really knows.

I've heard alot of meanings, but the one I find the funniest has something to do with travelers going into a saloon and asking "Who's ear". According to the story, when a fight broke out in this saloon, "victims" of the fight would have their ears bitten off, thus leaving them on the floor. When a traveler entered he/she would ask "Who's ear". And for some reason it became Hoosier
