Depends on the kind of record you are looking for.
There is a whole category of information available on the web that DOES NOT TURN UP in search engine searches (such as "Google"). For this reason it is sometimes referred to as "the invisible web" http://www.lib.berkeley.edu/TeachingLib/Guides/Internet/InvisibleWeb.html. I believe this is the type of information that you may be looking for.
Is it real property records that you are seeking? Some counties and states have made property & property tax records available free online. Court case data? Some states have also made date about civil and criminal court cases available online and some of it is available free. Are you looking for the currently imprisoned? Or looking for marriage or divorce records? Again, some states have made this info available free online. Is the person dead? Social Security Death Index http://ssdi.genealogy.rootsweb.com/cgi-bin/ssdi.cgi/ is free, online, and includes dates of birth, death, SSN and state it was originally obtained in, and county of last residence. If it's genealogical information that you seek, http://www.familysearch.org/ is a good, free place to start. Also, Cyndi's List has been around for a long time and is still going strong. http://www.cyndislist.com/ has hundreds of links to genealogical information.
I am assuming that you are already aware of common databases such as phone books, online directories, city directories, usually available in libraries and valuable for determining such things as employer, whether the resident owned the house or was a tenant, etc. Many libraries keep an archive of them for their community.
As you may already have discovered, there are also other sources that are not free and require registration, subscription, or are fee-based. I am not prepared to recommend any of them since what you seek may be obtainable free.
If you could be more specific about what type of information you are seeking and about the state or locality that is involved I'd be glad to point you to more specific links that I think might help.

After going over this, I just utilized the service spoken of by the NJ State Trooper on here. I come from a very strict Jewish family, and I have been dating a non-Jewish girl for some time now.. A girl who my parents do not approve of. They think there is something very wrong about her. They believe she has a shady past, like she is violent or into drugs or something. To prove them wrong, I decided to run that background check on here from http://www.echeck.pcti-system.com .. I came across many interesting things.. many of which I won't get into.
The report was VERY thorough. What I did find, which turned out to be a deal breaker, was FOUR TRO's(temporary restraining orders) 2 were dismissed, the other 2 were finalized into a final restraining order(lifetime restraining order) ... The ones that were finalized were as a result of DOMESTIC VIOLENCE and the other for STALKING. I was shocked when I saw this. I guess sometimes you can never really know who you might be dealing with!

The clerk at the courthouse would have public records. The courthouse is located at the county seat, which is usually the city with the highest population in the county.

go to the court house and look for the registar"s office i think you'll find what you're looking for if not they will tell you where you need to go
