If he doesn't have a girlfriend and you think he may be interested then the next chance you get run up to him wrap your arms around him for a long time and give him a huge kiss on the cheek.
Based on his response you will know how he feels. And if he doesn't respond interested just tell him it must be something funny you ate for breakfast!

Dont be in hurry , observe him wether he is paying attention to you first. It is not a big issue who propose first , but you should not become fool, call him very often and observe how he is reacting to your call , i mean he is responding properly are not, then you can proceed.
Even it is not good to hide your feelings. The people who dont have dare to propose should not love.

Just tell him straight up dont be shy.....you wont know untill you tell him......and remember it doesnt matter who propose first, and it doesnt makes you look desperate even if you go first. Its your good intention that counts......so go for it.........and GOOD LUCK!!!
