I think a word of accolade is in order, the training to drive a cab in London is, as much as I know, the most stringent in the world.
As far as a gift, well a little basket including some of the things others have suggested may be nice, either as a bit of a joke or a serious convenience.
I would not worry about the Rottweiler, it might try to take over some of the driving. A special thing, such as a good luck charm may be really appreciated.

Congratulations to your brother.
Fluffy dice are always good or plenty of air freshners for when he gets people throwing up in the back of his cab (from being drunk, not due to driving), or the smelly passengers
