It means that when people are not being supervised or observed, they won't necessarily do what they are supposed to. For instance, when the boss is away from the office employees may slack off more, take a longer lunch break, talk on the phone, surf the web, etc.

basically when there is no supervision then people do whatever they want. for instance, kids in school, when there in class they're quiet in front of the teacher. if the teacher steps out of the classroom they start to talk and do whatever.
