I do not accept the NT as part of the Bible. So, to me, it conveys nothing.

It's not meant to be taken as fact. It's actually meant to symbolize God's love for us and how, after all the sin we do, he still waits for us to return to his open arms. The father's excitement at his son returning is what God's excitement is like when we return to Him.

that one is the story of the prodigal son, and it's just a parable telling of how Jesus feels about us when we finally return to Him.
It tells of a father loving his son no matter what, just as Jesus loves us.
