By 'boarder' I'm going to assume - because this is in education & reference - that you mean you go to a boarding school.

First (best) answer is to check your school's handbook.

Second answer:
I had a really lax dormhead when I went to boarding school. I also went to school way out in the country where there wasn't much service. As long as you keep your phone in your room, don't take it around with you on campus, and don't obviously (obviously being the key word here) talk when the phones are shut off or during study hall, you really shouldn't worry.

But it will probably taken away if you are at a strict school with a strict head. But grounding? I doubt it. (See answer#1)
