Class E airspace starting at the surface. Its typicalyl done like that for instrument approach procedures. You are not authorized to operate under IFR in uncontrolled airspace, so in order to go into a non-towered airport under IFR the controlled airspace must sometimes be extended to the surface

Yes it is Class E control zone.

Class B, C , D, use a broken castle-wall line.
