Yes--12 hours past the middle of your sleep cycle. So if you sleep from 10 to 6, the middle would be 2 am, so your low energy period is 2 pm.
This comes from a lot of research, but I forgot where I read it...

An acceptable answer would be about an hour after we eat lunch, say eat at 12 and get sleepy about one, this is the worst time for pupils, etc, includes factory and office workers. It's the bodies time to metabolize the food we eat.
