Any sort of delivery is fine, such as by enclosing it with the rent check or simply handing it to the manager.

Write, I am giving my 30 day notice, apartment number -- will be vacant on --. Be sure to give the details, like your name, the apartment number, and the date it will be vacant.
Send it registered mail, get a receipt. If you wish, you can do a follow up call, and make sure they acknowledged the notice.
Send it to the aprtment manager, or the owner, whoever does the business for the apartment.

If you trust your landlord written notice when you pay the rent. But your best bet is a registered letter. Some landlords will do anything they can to try and get more money out of you as well as withhold your security deposit.

Mail it, and be sure to send it via certified mail, with a return receipt, so that you have proof of the day the landlord/owner got the notice.

A written note to your landlord is good enough. It should say"Dear Mr/Mrs............, I would like to move out of my apartment at the end of the month. Please consider this as my notice.
Date today ____________
Moving out Date ____________
Apt number ______________
Yours truly,
and sign your name
When you hand it over, mention your damage deposit if you gave them a months rent for this.

you write with a pen on a peice of paper. you make the paper say "i am moving in 30 days". then you put your name on it and send it to your landlord.
