Had something very similar ...a recording saying they have a message for me, ring this number. When I rang it it was one of those " Congratulations, you have been specially...." then I realised I was paying for that call, so hung up. I don't know the dialling code for really expensive lines, so don't know what that cost, but was really p*ssed off that I had been conned in that manner, especially as I had subscribed to the Telephone Preference Service, which is supposed to stop sales calls. (Free service from BT (in UK) can be reached on Free number 0800 398893)

Ignore as you should: reverse call charge, no body at the end of the phone; some one telling you have been entered in prize draw.

Just beware of these scams/

It's possible that I have but have not listened long enough. I immediately hang up on recorded calls. It's bad enough to get annoying calls from real people but from machines? I refuse to listen more than a millisecond.

Just hang up. It's a scam. They just want your $$$$.
The only message they have for you is, give me your $$$, and we'll
take it.

It's best to just hang up on these clowns. But if your in the mood, it can be fun to play along with them for a bit, and then really go off on them, hehe.

It could very well be a scam. If they do it again and you have caller ID, check it. If it's recorded, kids could have diguised their voices and did it to random numbers.
