The amount of fat you have is totally dependent on what you eat, how much you eat, and how much exercise you get. There really is now such thing as "baby fat". That's just something people have made up to to give false reassurance to their children, "Oh, that's just baby fat and you'll grow out of it.".

I don't know how old you are, but you are never too young to eat a healthy diet with the amount of calories that will keep you from having to much fat on you. You are not too young to take a brisk walk every day and play in appropriate sports for for your age and health level.
