Help us out here. Maybe he notices you flirting but something he doesnt like about you.
Are you overweight, do you have bad skin, are you known to be ____, these things are important.
For flirting, just put yourself in a situation where he has to talk to you. Remember the movies where the lady drops her handkerchief and the guy picks it up? Do something (not that) like it.
