I heard clean and clear advantage facewash works best for oily skin. Is that so?

I don't want to use Proactive because I dont have acne or scars...just oily skin ^_^

Well, I don't have oily skin but i have acne all over. There are some products out there that are just for oily skin and not that expensive. I bought this Neutrogena stuff [and it was just like Proactiv except cheap!] and it's already working in just about a week. If you are still having oily skin, carry around some of those clearasil pads and wipe your face during breaks and stuff.

You can use rice paper, which is usually powdered (sometimes, the non-powdered side is still kinda powdery.) I like the rice paper, but I have really pale skin and the powder looks OK on me. You can try powder if you want, but make sure it's not too dark, because oil tends to make makeup look a lot darker on your skin.

You can also get tissue paper (in the gift-wrap section of your local -mart store or stationery store) and cut it in little rectangles. No powder, cheap, also works.

Don't OD on astringents (like Stridex pads) if you don't have acne--the alcohol or whatever in the formula will strip the oil off your face, and then your face will flip out and try to replace the oil. Try an astringent and then a coat of oil-free, oil absorbing (or "mattifying") moisturizer so that your skin won't think it's being stripped dry. Plus, you won't have that awful pinchy, tight feeling of harsh astringent.

Oh, and make sure you wear sunscreen. Sun damage can dilate your pores and increase oil production, in addition to making your skin look bad in general. I've had some success with "sport" formula sunscreen on my face, because it has a little alcohol to dry up the sunscreen and make it less greasy/sticky. Powder over it also sticks pretty well. But it's better to be a little greasy than have sun damage! Make sure you protect your skin from the sun.

Use stridex pads to wash away excess oil and dirt. Since you're a female, you can easily carry them in your purse.

There's rice paper you can buy at the store for you to blot on your face when it starts to get shiney.
