A stipend is a fixed regular payment over a fixed period of time. Teachers have a stipend, as they don't work on an hourly rate.
Preachers have a stipend, as they get an annual salary. It's just another word for fixed salary.

I dont know the exact def but a stipend is a set amount one is paid for doing a job no matter how much work you do. For eg. if you are a Dr. a skilled nursing facility (rehab) will pay you a monthly stipend for seeing the patients at that facility weither you see 1 or 100 patients you get paid the same. Plus you can still bill the insurance co. for the visit
