They are both pretty cute as puppies and dogs, but westies age better. In my opinion a westie is your best choice, they have lower grooming needs, easier to train (obedience and potty), and don't have nearly as many health and behavior problems that Bichon's have.

What is your definition of 'cute'?
If 'cute' to you means an expressive, inquisitive, happy, yet gentle face, then the bichon is cuter.
If 'cute' to you means a smiling, perky, energetic expression, then the westie is cuter.
I own a bichon, and she is cute in her own way. Sometimes I let her hair grow long; sometimes I have it shaved down...but then I put pink bows on her ears, and she is the cutest thing on four legs! Hehe.
