I should clarify - it's not a seatbelt that comes with the booster - she's in an actual booster that's attached with the seatbelt in the car.

bring it by a police department...most police departments are child car seat safety certified i only know this because my mom is a nurse and she is on our cities childcar safety team and everything runs out of the police department

Go to the National Highway Transportation Safety Administration's website at www.nhtsa.dot.gov click, traffic safety. There you can search for a certified child passenger safety technician in your area. They will be able to help you install the booster seat correctly. You may also try www.boosterseat.gov for more information.

If she twisted it you should be able to untwist it.
