Additionally would different degree levels: BA, MA, Ph.D; mean different jobs initially and or in the long term?

Typically what you study at college has little bearing on what role you'll work in military. If you are working as an economist, you would join and go to work as a pilot, personnel area, drive ships, etc.... Other than JAG (Lawyers), Chaplain and Doctors, your previous occupation is immaterial to your future role.

Although I'm not Navy, I train Army Officers. I currently have a young officer who is a Wellsley [Sp?] Graduate with a degree in Economics. She is becoming a fine Chemical Corps Officer who'll be leading a Hazmat and Decontamination platoon in a few months.

maybe Supply Corps would be the closest community, but there is no guarentee that if accepted as an Officer you will go Supply. They need Nukes, SWOs and Aviatiors more than anything else. Depedning on your focus, you MIGHT also look into Intel.

a 4 year degree is all you need, advanced degrees will have zero bearing on what you do, unless you go to NPS on the Navy's dime. If you do that, your follow on tour will be directly related to your Master's degree, because you will owe the Navy some time for paying for it.

Officers fill all kinds of slots regardless of what they mastered in. You could after a time move to the pentagon to crunch numbers for the navy. But beware the navy is a move up or move out operation so you will have to do something to keep getting promotions. Also in the navy sea time is a requirement. So you will go to sea in your case probably running supply.
