Maybe he just doesn't realise how thin the walls are, so you can also play your music or have a party or something, he might not be doing it on purpose.
I've just moved into a flat above a shop and I woke up one morning and there were people having a conversation downstairs and I could hear every word of it and I was so shocked, then I remembered how the day before my boyfriend and I must have been making so much noise with the unpacking and calling each other from other rooms and I feel terribly guilty.

If you live in an apartment complex or something like that, your best option is to call to the landlord or manager...
If you live in a house it can be a much bigger problem. There is always the fight fire with fire option to let him know how annoying it really is but I have found through experience that this doesn't work very well...
If it is really bad the police are an option if you want them hanging around but you should find out what the time frame for 'disturbing the peace' in your city is and realize that if you call before that time (in ours it is 11pm) then you likely will have to fill out a police report and the police will likely want to go to your house. Although the latter can be avoided generally they will make you come in and fill out a report.
Noisy neighbors suck, I feel fr you! I have been there...

Apartment? Tell the landlord. Then call the cops after a reasonable hour. In places I've lived, it's been no noise after 10 p.m. and not before 8 a.m. Check the lease.
If you're in a house, you may be stuck. If it's after whatever your city has for a curfew or noise shut down, and most towns have them, you can have the cops come tell him to quiet down. However, since you've complained, be aware if he's that kind of jerk, he may retaliate. I've had lights broken out of my car (by a 5 year old, yet, and yes it was deliberate) and people will throw eggs and things. He'll assume it was you who called the cops, since you've spoken to him before. Good luck. Moving may be the cheapest way out of it. It's what we had to do.

If your neighbour is regularly making enough noise to be heard outside after midnight, then it is worth contacting your local council who can take action about noise nuisance.
You may need to keep a noise diary to show that the noise is regular, not just the odd instance. And it does normally have to be loud enough to be a public nuisance, not just through an internal wall, for them to take action.

Play loud music on the days he doesn't
This will drive him mad because he'd be a hypocrit if he complains
this worked for me now he has moved
just to add I did punch him a couple of times when he knocked on my door to ask what MY problem was.
I just thought he probably moved next door to you
If he has a skinhead and tatoos its a front he hits like a girl
Just beat him like his mother should have

1) Call the police, I think there's a specialist group that deals with noisy neighbours.
2) Contact your council.
3) There's another specialist group (forgotten name!) and it can sort of 'force' people out of their homes if they keep on annoying their neighbours.
Good Luck.

Call the local police station. Keep a log of every time it happens and his responses when you approach him.
If all else fails, follow your instincts and stab him in the ear with something sharp... I've had a noisy neighbour, and it drives you CRAZY!!! You have my sympathy.

If it gets bad enough you may need to either move or complain to the police. The law is there for a reason, to ensure that we get along without denying others' rights. Basic rights are most inportant, and that includes the right to have a decent night's sleep. People who have no regard to others' need to learn.
