Are you a senior graduating this year, or are you already in college? When I was in high school, I made EXTREMELY good grades, but I didn't receive many scholarships (a combo of 3 for my freshman year), so it was kind of discouraging. The competition between seniors for college scholarships is so intense, it's sometimes ridiculous.
Then, once I was in college, I kept making good grades and applied for scholaships for continuing students the next 3 years I was in school. These are the scholarships you have to go for if you're serious about getting free money. APPLY EVERY YEAR. If your grades are where they should be, you will receive money. A bachelor's degree is not cheap, but I managed to get out of school with no student loans to repay. Just keep your grades up and remember that scholarships are for everyone, not just incoming freshmen.

Your best bet might be to consider a small, private school that has a good endowment. These schools offer fabulous merit scholarships and needs-based as well, sometimes covering 100% of tuition!
Plus, you've got the advantage of having small classes and practically (sometimes literally) one-on-one communication and classes with Ivy League-grad Ph.D.'s.
You'll get a far better education this way, pay less, and become well-connected for grad schools.

Aim for the best career that you would actually like.
No matter how hard the studies, reading is a good hobby.
You are entering the adult communities and have every
blessing from God, You love the planet. Take a good look at
these peoples answers and join, welcome to education!
The club I work on raises 60 million per year, and we have
at least 8 chapters around the world, all spent on the campus.
They do not need your money as much as they need your
participation in the productive adult communities. Ask for
any good grants you believe in.

If enrollment is down they might use providing scholarships as a thanks to develop their enrollment numbers, even though it wont be through digital mail so be careful when you're speaking about a random digital mail notification.
