How many years would it take if you live in the north east of the US (western new york)

First, do you have records of bills prior to having the blown insulation? If so, compare same month(s) as last year. You're going to have to figure what increases you've had in the raw cost of heating medium (ie. Natl Gas, Electric, Heating Oil).
The short version is that the usual payback is 5-7 years, but there are soooooooo many variables to calculate that it may drive you crazy.
By the way, what are in Western New York? I grow up in Niagara Falls, lived in Rochester for a year and Batavia for five years then moved out-of-state. The house I bought Batavia was a cold SOB. Had cellous blown in and the difference was notable, however the place was 80 years old when I purchased it back in 1976. The heat runs were in the wrong location and the second floor only had three feeds and no returns. Needless to say the wife and I had 'snuggle alert' all winter if sleeping upstair.

I'm not clear on the question. I dunno about financing the installation, but in terms of equity... it would depend on the market your in. New insulation does not add value to the home over night. A renovated top of the line kitchen or bath would. But insulation, no.

Where you would see the money is in the savings off your heating and cooling bills.

to be honest to me thats a silly Question if you need it it shouldnt matter regardless you'll save all the way around comfort wise heating wise and resale one of the best investments you can make (energy efficient home) if you go to energy star products you can even get on a tax deduction
