This question has been asked SO many times!
There is NO rule that states that a jockey cannot have facial hair.
It is probably down to comfort (you don't want the straps on your hat and goggles to rub) and old-fashioned cleanliness.
About 30 or so years ago stable lads were expected to wear a shirt and tie when they worked in the yard and rode out, the trainers will have expected the same of any jockeys that worked for them and turning up clean-shaven to work would keep you in the boss' good books.
A lot of the old boys that still work in racing still wear a shirt and tie to work and if you ever watch Channel 4 Racing whenever John Francombe is sent to ride a good horse before a big race to give his opinion on it, he is always wearing a shirt and tie.

Jocks could have beards, unless there is something that I don't know with the Jockey's Guild, etc. The reasons jocks don't wear beards, in my opinion, are aerodynamics (every little bit helps, even on the jock) and comfort from the helmet straps rubbing on your face up to 10 races a day, as well as the training that they do in the mornings.

Well I'm a jockey,and a few jocks where I am have beards,the only thing stewards don't like is earings in the nose or eye brow..
