Depends on how old are you. If you are like in high school or less then personality its what truly counts. No better way to attract guys than to be outgoing yet cute. If you can balance cute with outgoing you will be the centre of anyone's attention. Keep in mind I said cute, not sluttish. Guys in high school are still growing up and its so hard to talk to girls because they know very little about them
If we are talking out of high school (ie college, university, real life, etc) then its a more complicated issue. Outgoing only will get you guyfriends. You need to be a bit more sexy (not sluttish, just sexy) you need to find what he likes the most and if you can handle it then pretend you are into whatever he likes. I say if you can handle it, because sometimes girls go too far pretending and end up becoming what they are not=miserable
Be touchy with the guy you like. Example, pat his back, run your finger thru his arm as you pass by, mess his hair, no better way to show interest that innocent physical contact.
There is no perfect formula to this question but if you are more of a girl, a bit of a sl.ut and less of a bit.ch then you increase your chances of getting his interest by far
