Well, if it's just a puppy it will be tough, but what you should do is:
Have a scheduled time for it to eat. 15 minutes after it finishes eating, take it outside and rub its tummy. Mother dogs lick their puppy's belly to get its bowls moving.
Stand out there with the dog in the yard until it uses the bathroom. Once it goes, then praise and love on it, tell it that it's a good boy/girl.
Keep doing this up until the point where the dog knows to go to the door or whatever. It will learn that you want it to go outside, not inside. =)
But, if you just want to puppy pad train it, just buy the pads and set them out in the bathroom or kitchen floor. Wherever there's tile or wood is the best idea, not carpet. There's a scent to the pad and the dog should be able to follow it. Remember to change them, though.

For those tiny breeds, put the puppy pad into half of a shirt box. The sides will hold it in place but still short enough to step over. She'll be less likely to miss. Have puppy sleep in a playpen with the box and pad in a corner. Then take the box and pad out into the living area for daytime.

First of all, here is a WARNING: Do NOT put the puppy pads on the carpet, when they "miss" you will hate yourself!
Place the pad on tile, wood, whatever flat, hard surface you have in your house.
They are specially scented to make the puppy WANT to potty on them.
My cocker spaniel did amazing with the pads and still does... except he goes outside once in the morning and once in the evening.

when your min pin wakes up put it on the pad and say "go pepe" so shell learn that and it will be a command, and every two hours do the same
