For my ex on valentine's day, I rented the Theatre at my College and set up this whole deal. I brought my microwave to the theatre so we could have popcorn, bought a bottle of sparkling cider (dry campus), brought a couch in from the student center, the works. It was great fun. Too bad that was our last valentine's day (well not really, he was a putz). lol.

so take them on a joy flight, hot air balloon, heli ride, race in a v8 supercar, paintballing and so on then a nice picnic by water over sunset

i live in Chicago and thanks to that, I've often taken first dates to either the zoo.... great early in the day on Saturday, or to a museum. the art museum is great later in the day.
those are relatively cheap, and, you're sure to have a blast.
If neither of those work, try something going back to childhood, say go karts.
