This window is set in a steel frame that held in place by concrete. I would like to find a replacement window that will fit into the steel frame.

Usually these types that you are referring to are all the same size. I have replaced these with glass block windows with an smaller opening to let some fresh air into the basement, it is easier to knock out the whole thing, frame it with wood and put the replacement in. and frame it out.

...it appears as tho you have a casement window that cranks on one side and to replace it with dual-pane, knock out the glass, hacksaw the inner-bars to the frame and replace with a retro-fit fiberglass window with fins left on.
fiberglass is used in cold damp areas and the fins snug against the remaining metal frame secured to the concrete. place silicone between the frame and the fins of the new window for air loss and secure with self tapping s/s screws around the framing to the metal.
measure your opening first b4 you remove the glass and have your new window there also for immediate installation.

A glass and window store will be able to replace it, no mater what type or size glass. Let them come out and measure and replace.
