They didn't ban it. Almost no one used credit cards anyway and there's a million ways around the bank thing. (especially since they didn't ban cashing out from a site to your bank so you can always get paid.)

It still isn't illegal to play, http://www.ultimatepokerbankroll.com/article.php/internet-gambling-ban-poker-sites-status and that shows you how many sites will still allow you to play there so not only is it not banned, but there's plenty of games going on.

The government did not ban online poker. What it banned was the ability to use your credit cards to wager on online sites, effectively killing the ability to gamble. I think the issue was one of regulation of gambling with regards to income taxes and things like that.
