I think it is both. The truth is different for different cultures, but all truth has the same basic concepts. Ex: Most cultures have a writing system, but the symbols / letters are different. Does that make sense?

It's not really a meaningful question, but a good one to have raised.

Apparently some people believe that the claim that "truth is absolute" means that "what is true in one place must be true everywhere and at every time". That's obviously ridiculous - it's about 45 degrees here, and obviously it's not 45 degrees everywhere, and it won't be 45 degrees all year around.

But that doesn't mean that truth is relative. It is an absolute fact that _right now_ it is about 45 degrees out _here in Milwaukee_. That fact is true wherever you are, and will always be true. If you're in Bogota and 20 years from now you ask how warm it was _here in Milwaukee_ on the afternoon of November 16th, 2006, the correct answer will be "about 45 degrees".

It has to be universal. If we deny that truth is universal we end of affirming that it is. Then what becomes the universal truth is that there is no universal truth.

Logic is a wonderful thing.

Truth is absolute. Cause and effect can be supernaturally suspended. Observational truth is relative. Therefore, space-time is a subset of transitional reality.
