Many Somali refugees have been settled in various areas of the United States. Since the twin cities area is a relatively large and important metropolis, chances are that there are some Somali people there. Your best bet to find them would be to look for associations that work with refugees, such as social workers or English teaching centers. In the city where I live, the university actually has a partnership with a large apartment complex and provides both social-work and English-teaching services, as well as other services, I think, to the refugees who live in that complex.
If you are looking for a Somali translator, there will be very few, if any at all, since most speakers of Somali in the States will be people who were refugees themselves. The children of these immigrants will probably speak English though.
I don't know if you're aware that there are different ethnic groups that came from Somalia. I am aware of at least two: the Somalis and the Bantus. These groups have not traditionally gotten along, although they are often grouped together when they are relocated here in the States.
