It kind of depends on your complexion and genetics and such. Use a really good shampoo and conditioner (I like Olive Oil, it's at most salons) either every day or every other day. If your hair feels oily that day, skip the product. If it's dry, use a leave-in conditioner/gel thing, like that Sunsilk HydraTherapy 24/7 creme. It's awesome. Erm... Yeah, I think that's all. Also, it may have to do with your regular cycle (assuming your'e a girl) and everyone gets more oily around that time.

Your hair has a lot to do with what you do to it. Oil can come from the way you style it, when you wash it, or the weather. Heat creates oil. Do wash your hair with hot or real warm water? You might wanna try rinsing your hair with cool water. That will help. When you style, do you use a blow dryer, curling iron, or anything that can get hot? The closer you get those tools to your scalp, the more oil you will create. Usually your hair will get dry when the air outside is cold. Your hair needs protection just like your skin and lips. One way to keep your hair from getting dry is using an oil based smoothing serum to put at the ends of your hair. Go to your local beauty supply or salon and see which one you like best. Hope this helps :)

Genetics... Use gently cleansers / shampoos and oil free moisturizers / light conditioners…
Do not shampoo or wash excessively once a day is plenty, if you need to freshen up just rinse…
Be sure to drink enough fluids – to stay hydrated - if you are feeling thirsty you are dehydrated… drink water ;)
Taking 200 IU daily of Vitamin E the water soluble variety will help keep skin and hair in good condition…

Genetics, it will help to wash hair frequently and also use Light products on hair that are less greasy. Maybe you should also stir away from oil and go for moisture to reduce oiliness. Not because your hair is dry means it needs oil, you should try moisturizing products without mineral oil and petroleum, mostly water.

hair gets oily because it is cleaning itself, if you clean it every night, and get a good conditioner then both problems should be sorted if you wash once a day

Malfunction of the Spleen (I have found out that only a few Chinese doctors can regulate and get the Spleen to operate properly!)

Keep your hands out of your hair because when you play with your hair the oils from your hands make your hair greasy.
