Is it normal for me to look forward to seeing someone at a certain place and time, like say, in a coffeeshop, who has never spoken to me before or even looked at me ever for that matter?

It's "normal" if that person is someone you'd like to become casual friends with, or more (but don't buy that wedding gown just yet), if you're too shy to introduce yourself, get a friend in on the conspiracy to begin a conversation. Chances are the other person could be as shy as you, because it sounds like you both may be stealing glances.

Yes. It's ok to enjoy the sight of someone and then look forward to seeing them over and over. If you are attracted to them, go say "Hi"

It is very normal for U to do so, But, U need to be very cautious as U do not know the person's background. Do not disclosed your personnel data to strangers, they may have ill intention on U.
