Nero and Roxio do it well. Just connect the audio out from the cassette player to your audio in on pc. You may need a cable from Radio Shack. Both programs have the ability to record the data from the sound card. You can tell it to normalize the audio levels.

you will need to set the input levels anyway. How I have been doing it is to connect from the headphone socket in my stereo, to the microphone input on my PC, then recording using a programme called audacity (do a google search, its a free legal download)
