If you are seeking more than friendship you will want to back off - if he is a respecting fella for his other girlfriend, he will be majorly turned off that you are trying to make a pass while he is attached to someone else.
On a different note, if he goes ahead with your advances - that's not very encouraging that he would not turn around and do it to you too.
Just casually chat with him and learn to be his friend and maybe in the future when the opportunity presents itself, you'll be able to discuss something more than friendship - ie if he ever becomes single.

well how would you feel if someone was trying to steal your boyfriend. sure what you cant see cant hurt you but still. if you really want to talk to him just try to be his friend and maybe one day his girlfriend will mess up and you will be there for him when he needs you the most.

do something to catch his attention dont go all out and spend money to do this. just give him hints and compliment him on things like what he's wearing or his shoes or his hair whatever but my rule: let him notice you and approach you before you do anything. because you dont want to go all out to find out he really doesn't like you
