Yes and of course. In Bhagvad Geeta, Krishna has said that when adharma dominates the world, I incarnate for the revival of dharma. So, in this turbulent times, krishna is sure to incarnate to restore hindu dharma it's former glory. Secondly, it is a proof of he being an incarnation is that he used to chant the verses of Bhagvad Geeta at the age of 4 years before going to school. Definitely, he is not the kalki avatar bcoz some incarnations are full incarnations and some are partial incarnations. Full incarnations possesses the mystical powers and are glorified in mythological texts but the partial incarnations are born to direct the society to the righteous path so as to restore dharma. Observing his work throughout his life, it is true that he is an uncommon man, certainly a manifestation of Krishna.

if you really believe the Hindu religious texts, sri Krishna was avatar of lord Vishnu and the next avatar of Vishnu is kalki. but sri sri ravisankar ji is not declared by any person as the kalki avatar. so the answer to your question is no.
