Yes, but the fish have three heads the trees glow green and the beach has been turned into glass!! Not to much to do at night though!

While no one lives on bikini atoll you can dive there. The US military still operates a base in Eniwetok. You can stay at Majuro the capital of the Marshall Islands and get permission to visit both Eniwetok and bikini atolls. Do a search for Marshall island web page and it will explain what you have to do.
