You should be able to. You have to transfer/copy the incomplete file and the torrent file to the other PC in order not to re-start the download from scratch. When the file is transfered, open the torrent file (either saved locally or access the same torrent via the site you originally got it from) and you will be prompted to choose the destination of where to save the actual file. You just point to the directory where the incomplete file is located and the torrent program will run a check on how much you have so far and will continue where it left off. It's basically similar to seeding a new torrent. I did this when I had to re-format my hard drive. It works.

YES. But it'll start all over again in the other computer. But if you could transfer the part-downloaded file you were downloading from the computer to the other one, it'll resume.

Yes and no -
You can do as you said, but the second computer will not "continue" your original downlaod, it will start all over again.
There are bittorrent clients out there that will let you remotely start/stop/resume downloads remotely -- but all of the downloads will be done in the original computer.
