IF you could do this (download Windows) you are proposing that you do this after you have eliminated your OS. Once you eliminate your OS, you're not downloading anything.
You cannot download an OS to a computer without one.

Ignore most of the above answers.To remove it first boot your computer with your xp or whatever os's cd-rom you have and format the drive in which windows is installed by typing Format C: (Drives name) After this just press y and it will remove everything from that drive.Be sure to have a startup disk or a cd that boots at startup or your comp will not run after that!

you can't re-download windows.
you probably want to clean up your computer and start afresh.
the best way to do this is to get your original Windows installation CD and boot your PC from it. When Windows setup starts, ask it to format your hard drive and re-install windows.
Make sure to backup your data in advance and make sure that you have the necessary drivers for your computer.

boot to your windows cd and format drive, there will be menus to choose from just choose to reload and it will ask you if you want to format drive.
