All birds do it... to keep the tucked-up one warm... and to rest it. Birds don't lie down so they are always upright. if they are always on a perch... no floor.. then they sleep tucked with beak in wing and if you see pet bird with leg tucked, during the day and awake...then that means that they are secure enough with you to trust you to do it. Consider it a compliment. For a stork... they are resting or warming their leg. yes, they will switch legs if you watch long enough and if they are not disturbed so they fly away first.

Storks dont get to lay down to rest like we do. They spend all thier lives standing up, even when they are sleeping. They stand on one leg to rest the other one, and then switch legs. Most birds do this.

if you watch them you will see that is they change legs from left to right to give other one a rest
