Usually it is done before you start to do any work around or in the building. You need to know where things are before you start doing any new work.

There are many reasons to survey in a building.

First, it is the most accurate way to layout anything.

Second, you want to make sure the bld. is built where it is supposed to be, you don't want to tear it down if you aren't far enough away from the property line setback. Also, if there is major heavy mechanical equipment to be constructed there is little room for error when you start putting in 36" pipe systems and elbows and generators have to be flat level.

Third, for any tall bld., you don't want to have ANY deviation from vertical, and the only way to accurately measure that is with surveying equipment.

There are others also. Most residential projects are surveyed in to get the bld corners correctly located.
