we do love our dogs, we can build a fence but it costs money, we just don't have it and them comming inside is not an option.

If the German shepherd is full blooded he is still young enough to try and train for a service dog(there are so many people in need of service dogs they are pulling them out of shelters) check in you area for someone that works with dogs in this field, if this is not possible contact the German shepherd rescue in your area, they can help you place both of your dogs with responsible owners, don't just give them to anyone, more than likely someone will take the Shepherd as a novelty and turn him mean, and that's not fair to your dogs. German Shepherds are not for everyone, people get them every day and realize that they know nothing about the breed, they assume that it's a shepherd it must already be trained ~NOT~they usually end up with either the dog penned up in the yard or someone getting hurt.

If you decide to consider keeping your dogs, an electronic fence might be a less expensive option to a traditional fence. My brother in law uses one and it works wonders.
If you must give your dogs up, then I would seek out a rescue that is specific to their breeds. Most general rescue groups don't take dogs in from the general public and rescue them from kill shelters only. But a breed specific rescue group might be more willing to work with you.
This is probably not the best place to look for homes for your pups. I know you want to find a good home, but you have no idea what kind of people might inquire about them. It's never a good idea to offer any dog for free and the asking amount usually should cover basic vet bills, such as shots and altering. You may get an array of takers looking to sell the dogs to a research lab, or just wanting a dog to let their fighting dog practice on.
Worst case scenario, I also suggest looking to see if you have any no kill shelters in your area. The only reason they put a dog down is if the dog is aggressive and this will give your dogs the best chance of finding a forever home.

If the dogs are part pf the family then giving them away isn't the answer. Shepards and Chows are very loyal dogs to their owners and not always will accept a new owner very well. I would chain them and start saving to put up a fence. I bet they would rather be chained for a while then away from their family. I'm trying to save for a fence myself for my shepard. She's three years old and we live in the country and had her since she 6weeks old. All of a sudden, she decided she wants to chase cars. So she stays in the house with us 99% of the time(she always has) but when she goes out to the bathroom, she shows her behind and scares my neighbors, what few I have. Anyway, I would never get rid of her because the children and I love her and feel safe with her here. Chain your dogs, love them and save some cash, start off small with a pen and expand as you can:)

Do you have to tie them up because it's a law where you're moving or because you don't have a fence? If it's because of a fence, can't you build a fence for them? If not, contact some rescue groups. If you have a Petsmart in the area, contact them and find out what rescue groups they work with. They foster the dogs till they get adopted and have good adoption policy to make sure they go with good people.

i'm not sure what kind of place you're moving to, but if it lets you have your dogs at all, then you should try to keep them. you said you will have to tie them up--would it be impossible to build an enclosure for them? a dog house or a fence around the area where you would tie them up? and you can bring them inside the house sometimes too. you'll regret giving up your dogs, if you really love them. try to think of a way to work it out, or else, of course, find them loving homes, preferably not the pound, or at least take them to a no-kill facility.

Try to contact a rescue group. They have better resources for placing your dogs with a suitable family that will, hopefully, be a lifetime match. If you do find a rescue to take them, please consider a donation to said rescue if not now, then in the near future due to the fact that so many dogs need help finding new homes than rescues have money for.

Can't you build a fence? Why dopeople act likes dogs are just "when convenient". Dogs are family, too.
