That depends on the culture. In most, it is a sign of morning the dead. In some, it is a sign that the person is marked for death. I am sure there are hundreds of other meanings that I have never been made aware of. So, if you get the chance, ask the person owning the car.

People often wear black arm bands in memorial of ones death.
