no, because we would not exist due to the absence of an atmosphere on earth. (the magnetic field of earth prevents the atmosphere from being blown away by the solar wind.)

That said, if some scientific creature did exist, an electromagnet could be produced whether there was a global magnetic field or not.

An electromagnet does not need the earths magnetic field but a compass does!

electro magnets are caused by the movement of electrons. The earth has no control over weather on not this process happens so yes you sould still be able to create electromagnets
