I have wavy frizzy hair. Does the hair straighner work there? Even if i use a converter, it won't get very hot. How to acheieve beautiful smooth hair there?

There's nothing to worry about the weather. October through January is a winter season. It won't be hot. You feel better and u love india toooooo.....
Many beauty parlours are available to straight your hair with low of cost and you could also use your straightner.
No need to worry about anything....I promise you that u really love India...Especially food....

Its been raining here (Chennai) and would probably rain for another 15 or 20 days. After that you'll have winter. Winters aren't really cold. So choose accordingly.
