Flemish, the language of Flanders, is like Dutch but not exactly the same. It is spoken partially in Belgium though there are two well defined regions, one French speaking and the other Flemish and the two halves do not get on very well. It is also spoken in another form in Luxembourg, which is tri-lingual in that natives speak it amongst themselves but learn both French and German in primary school. Northern France does NOT speak Flemish, though some people on the border may do so a little.
So the answer to your question is Netherlands, Belgium (in parts) and Luxembourg, though the accent is quite different between the three.

Flemish and Dutch are the same language. The differences are just local. Dutch is spoken in the Netherlands (Holland) but it has a lot of dialects and accents. Flemish is spoken in the north-western part of Belgium and it too has a lot of differing dialects and accents.
So if you want a strict answer to your question, it is that Flemish is spoken only in Belgium.

Flemish is Dutch. The accent is quite different. Kind of like the
difference between someone from England and someone from
Texas. If some long forgotten war had gone differently, they would all be in the same country.

"Flemish" is a container for a number of quite different dialects of Dutch, it has little sense linguistically to treat it as one entity. "The" Flemish language does not exist, although the notion is used as such in every day language. Some prefer to call it "Dutch" and may consider "Flemish" as belittling if used by an outsider.
