Yes it can...depending on the quality and color of your tattoo and the type of hair removal laser that is being used.
One interesting point is that hair removal lasers were discovered because of tattoo removal lasers. When practioners initially started treating tattoos, they realized over time that the hair in the surrounding tattoo area was not growing back.
Back to your question, hair removal lasers are attracted to melanin in the hair shaft and blood supply. Tattoo ink has melanin in it and how it effects your tattoo will be dependent on the various colors and how good your tattoo practitioner was at providing the tattoo and controlling the depth of the tattoo ink.
I personally have seen LHR clients whose tattoos have "dulled" because of the hair removal process. To be confident, you need to have a consultation with a provider who understands the equipment they are using and can view the tattoo itself. A laser hair removal technician at Laser Clinics Australia (LCA) went directly over my tattoo - twice (location on the wrist). Upon the action, it felt like someone had stabbed a long needle into my wrist. Since then, after months of scabbing/ abrasions and peeling, my tattoo has a white streaks of scar tissue running through it. I have been told that I can have the tattoo re-done after two years, but it will be an extremely painful procedure. IF YOU HAVE TATTOOS are are considering laser hair removal, NEVER FAIL TO REMIND THE TECHNICIAN THAT YOU HAVE A TATTOO (also moles etc.). LCA NOT RECOMMENDED. After eight months, I am yet to receive an apology for the permanent damage that has been done to my wrist.

There is a possibility that during the hair removal session that the skin is damaged so you may have scarring form over the tattoo which may or may not be noticable. So the answer is yes laser hair removal can effect the tattoo if the pocedure is not done correctly.

It shouldn't. From my understanding the laser for tattoo removal needs to go deeper into the skin then a laser for hair removal would need to go.
Besides, tattoo laser removal breaks up the pigment in the skin so the body can remove the ink itself. Doesn't hair laser removal just singe the hair?

Laser hair removal targets dark pigment so, yes, it would burn out the ink in a tattoo as well as the melanin of your hair.
Of course if you're thinking of having a tattoo done where you've already removed hair, that wouldn't effect anything.

No it won't. The tatoo ink is between 2 and 6 mm under your skin. The laser for hair removal only affects the roots of the hair.

yes it can...my family has a medical institute that uses hair removal laser but it also removes tattoos...it depends on the quality of the laser
