An accountant is someone who does accounting. There are CPA's or certified public accountants, they have taken a state test and can do all kinds of accounting for their clients. I am an accountant of sorts, I am the bookkeeper for my company. I process all financial transactions in my office but at the fiscal year I send all my info to our accountant who then does the taxes.
A CPA most of the time will be required to have at least a bachelor's degree in accounting.
