Not technically, u can actually marry ur cousin, but this is ur mums cousins daughter so as long as family are ok with it technically its fine its not against any laws its not incest....
However its personal preference if the girls mums is ok and her family and ur mum is ok i don't see there being a problem it may be hard to explain but as far as it goes they aren't doing anything wrong....

If your mom and her cousin are 1st cousins (1 ea of their parents were siblings) then your brother and this daugher would be 2nd cousins and the bloodline (genes) would be way to close for them to risk having children. (In most states, 2nd cousins cannot marry. You have to be no closer than 3rd cousins). There is way too much chance for defective genes to be passed to the children if you are 1st or 2nd cousins. I would advise against having children.
